Good news and bad in AIDS budget

an increase of $1.7 million over last year. But emergency assistance dropped from $2.4 million to just over $2 million.
Many activists were unhappy with the way that the Ohio Department of Health divided the reduced emergency assistance funds among Ohio regions.
Although funds cover people with asymptomatic HIV to help keep them healthy, the health department divided funds among regions based only on the number of people who have developed full-blown AIDS.
The Columbus region-Franklin County and the six surrounding counties-was hit especially hard by this formula. The region took a 25% cut from last year: $123,000, which is more than a third of the statewide cut. "The way that they divided up the money

was very fair according to the formula that they used," said Central Ohio Ryan White consortium chair Lori Yosick, "but they need to try to find a formula that includes asymptomatic HIV."
Ryan White Consortium AIDS Advisor Carol Lynne O'Neil said the reason Columbus had low numbers of AIDS cases is that good case management and good interagency communication is keeping people healthier longer.
"We don't have people going from HIV to AIDS because of our tight-knit network," O'Neil said.
Yosick agreed. "It's like we're being penalized for doing good."
AIDS advocates agreed that more money for HIV drugs is a good thing, though many say that housing and nutrition programs paid for by the assistance funds are even more vital to people on the medications.
"Drugs do someone who is living on the street absolutely no good," said Davy, who said that a stable lifestyle and diet is necessary to be able to follow the strict drug regimens.
"This disease is changing so fast, as are the systems to handle it," said Ohio AIDS Coalition director Keith Kinder, who urged people with HIV to talk with legislators. "It's real important to have good communication.”
Kinder was preparing to go to Washington D.C. to lobby Congress during the National Association of People With AIDS annual AIDS Watch May 3-5. Kinder suggested that people call their legislators during those days.

Davy also recommended that people who would like to be involved should attend local Ryan White consortia meetings and contact the Ohio Department of Health.
"I really believe that letters and calls and visits from consumers carries some weight," Davy said. "If 25-30 people walk in the door carrying the same message, that are actually the people using the services, I think that can make a difference."
